Delaware Lawmakers Approve Another Bill for Legalization of Marijuana Sales

The House Revenue & Finance Committee of Delaware passed HB 2, a bill from Representative Ed Osienski (Democrat). The house passed the bill with a vote of 7-2 on Tuesday. This particular bill deals with issues like taxing cannabis sales and outlines the laws, rules, and guidelines for suppliers in the market of cannabis. Another hearing is supposed to follow today, which comes from the same sponsor, Rep. Ed Osienski. According to Kyle Jaeger, of Marijuana Moment,  reported "the bill 'creates the legal framework to license adn regulate a new industry to create well-paying jobs for Delawareans while striking a blow against the criminal element which profits from this ever-growing and thriving illegal market for marijuana in our state.'" This will now move to the next appropriate Delaware House committee and then potentially to the floor. HB 1 removes all penalties for possession of a personal use quantity of marijuana, allowing adults 21 and older to possess up to one ounce of cannabis flower or 12 grams of concentrated cannabis products. HB 2 creates a state-regulated system of licensed retail outlets, cultivation facilities and testing and set an excise tax on marijuana sales. The retail pot market would be regulated by a new Office of Marijuana Control Commission under the Division of Alcohol and Tobacco Enforcement.
