PPA Targets Center City Traffic Congestion with Camera-Monitored Loading Zones
The Philadelphia Parking Authority (PPA) will be targeting delivery drivers blocking Center City streets through “cutting-edge, state-of-the-art cameras.” These cameras will verify how long someone unloads a vehicle, and the PPA will issue fines if the vehicles are parked longer than allowed.
“On any given day, our Center City streets are severely congested — often due to delivery vehicles parking wherever they can, whether legal or not,” PPA Executive Director Rich Lazer said in remarks covered by NBC10 Philadelphia. “We believe our Smart Loading Zone Initiative is a significant step toward resolving these issues, bringing delivery drivers into compliance, and reducing illegal parking that leads to daily gridlock.”
The PPA said its new cameras will be activated at 22 Center City locations beginning Tuesday, April 1. After a three-week warning period, during which no fines will be issued, loading zone time limits will begin to be enforced on Monday, April 21.
The PPA is encouraging delivery companies and fleet drivers to create CurbPass accounts and register their vehicles. According to the PPA, CurbPass will ensure vehicles are properly managed within Smart Loading Zones. Lazer strongly recommends that FedEx, Amazon, UPS, and other carriers get CurbPass.
To use a smart loading zone, vehicles registered in CurbPass will pay 10 cents a minute for up to one hour.
When activated, cameras will check for CurbPass vehicles. A sign along Walnut Street on Wednesday, March 26, noted that the CurbPass enforcement would occur between 6 a.m. and 10 a.m. Monday through Friday.
“Without enrollment in CurbPass or exceeding the paid one-hour limit, a vehicle will receive an electronic $51 fine after three minutes in a Smart Loading Zone,” the PPA said. Drivers who double park next to a loading zone will receive a $76 ticket.
As of March 26, the PPA has identified the following streets for enforcement:
- Stretches of Chestnut Street (between 11th and 20th streets)
- Sansom Street (between 12th and Broad streets and to 19th streets)
- Walnut Street (from 12th to 20th streets)
Additional streets could be included in the future.
