Richard Urey, Chief of Addiction and Transition Services, and Alicia Emmanuel, Director of Drug and Alcohol Services for the Division of Substance Abuse and Mental Health, discussed the programming offered by Delaware, a state demonstrating success in battling overdose deaths. They discussed thier community based clinics, offering immediate support, not just with the addiction or mental health crisis, but with the supports needed to make lasting change. They spoke of their partnerships with other agencies, local non-profits and with law enforcement and the judiciual system, who work to get treatment over jail.
