Governor Carney announced that retail businesses are permitted to reopen by appointment only beginning today (May 20th 2020).  Retailers are permitted to accept two appointments per half-hour. They must adhere to strict social distancing guidance from the state and CDC. Carney also announced that restaurants, bars, taprooms and breweries may apply to expand outdoor seating to serve customers when they reopen. The first phase of Delaware’s economic reopening plan, which allows retailers and restaurants to open at 30%  of fire capacity, is set to being June 1.

Dr. Karyl Rattay, the director of the state’s Division of Public Health, announced that Delaware hospitals and health care practices can resume elective procedures and routine primary care services. This announcement comes as the state sees a decrease in hospitalizations and an increase in available PPE. Practices must maintain social distancing and screen patients for possible signs of illness. Medical centers must have a two week supply of PPE to offer non-urgent appointments and procedures.

Earlier this week, Governor Carney revealed guidance for places of worship. They are permitted to hold in-person services under certain restrictions.
