Former Wilmington City Council President Indicted By Grand Jury
Former Wilmington City Council President Theopalis K. Gregory has been indicted on charges of Profiteering and Official Misconduct.
The Department of Justice claims that Gregory used his position to secure grant money that would benefit himself as well a non-profit, Students Disabilities Advocates, Inc. (SDA), that he founded and had been inactive for nearly 18 years.
He is alleged to have told his successor, City Council President Hanifa Shabazz, that $40,000 in grant funds were to be used for SDA. He is also alleged to have pressured her on more than one occasion to grant his requests. Because SDA no longer was listed as a non-profit, he is also alleged to have used the Police Athletic League of Wilmington as an additional path for the money.
